Milestone Inspection and Reserve Studies

Stone Building Solutions was contracted by the board to perform three important tasks required by Florida statute.  
 
Milestone Inspection
Milestone inspections are a two-phase structural and life safety assessment required for buildings three stories or higher, which are 30 years old. The first phase is a visual inspection, while the second phase involves more intensive testing if issues are found. These inspections must be performed by a licensed engineer or architect and are mandated by Florida Statute 553.899.

The Milestone Inspection of December 2025 for each of our six buildings reported that no additional repairs were required and phase two studies were not necessary.
 
Reserve Studies
The results of Concord’s Reserve Studies are linked in the headings below and posted on the Concord Website and AppFolio for your information and review. 
 
Structural Integrity Reserve Study (SIRS):
Florida statutes mandate a Structural Integrity Reserve Studies (SIRS) every 10 years for condominium communities with buildings that are three or more habitable stories.
 
Structural Integrity Reserve Study (SIRS) reserves funds for crucial structural elements related to their buildings. This reserve study aims to produce a reserve funding plan that will project future reserve obligations and expenditures to ensure that reserve funds are available as needed.
 
Major items covered are roofing, walls and primary support members, fireproofing, plumbing, electrical, waterproofing, painting, common area windows and doors, and other items over $25,000 affecting structural integrity. 
A Traditional Reserve Study is a long-range (30-year) financial planning tool for all community associations that estimates the future repair and replacement costs of the community's common assets costing over $10,000.
 
Major items covered are elevators, HVAC, patio enclosures, pool and pool equipment, asphalt, sidewalks and drainage. 
Pet Registration and ESA/SA Animals

Concord Owners,
 
At a duly called Board of Directors meeting in April the Board voted unanimously to require pet registration and set a policy at the advice of legal counsel for emotional support and service animals. 
 
 
All owners who currently have a pet onsite, or an ESA/SA animal will have 30 days (by July 3rd) to submit the required documents to Seacrest Southwest.
Senate Bill 4D Safety Act

Recap of SB-4D which requires structural inspections of all condominium buildings three (3) stories or more.  The bill was passed as a direct result of building collapse on the east coast of Florida.

When contacting Summit-Broadband for any issue or service always call using the Vineyards Customer Care num-ber (239.319.1846). This is a priority number and using it also allows for tracking customer service levels being provided. 
Insurance Special Assessment

When the Board passed the 2023-2024 budget on February 14, 2023, the cost of insurance was recorded as $300,000 with the understanding that if the actual cost came in higher the excess would be charged out to the owners as a special assessment.
 
We are now facing an excess premium of $203,321 over the budgeted amount which will be resolved by way of a special assessment of $1,500, payable as follows:
 
On June 1, 2023    $1,000.00
On August 1, 2023 $  500.00
 
Summit Cable Service Issues

Because of the spike in problems with Summit service since the Hurricane, the Vineyards Board has added a link on the Vineyards website through which, you can now report your problems with Summit and it will be emailed to PMP and the VCA Board. The link can be found at www.vineyardscommunity.com under Master Documents and Info. The password is 'community' all lower case.  The link is at the bottom of this page labeled “Summit Broadband Report a Problem”. Complete all sections of this form and click submit. 
 
This reporting of a problem to PMP and the VCA board is not a substitute for your reporting the problem to Summit.  This link is an aid for the Board to have a history of problems so it can use this data in conversations with Summit.
